Fill then Form or Form then Fill

I have noticed there are generally two types of leaders; leaders that form first and leaders that fill first. What does that mean? I am glad you asked. Some leaders like to move (or fill) before they plan, they would rather begin working and then adjust as they move forward. Yet, some like to strategize (form), and then move forward. You may remember playing video games– some of us like to read all the instructions, while some just like to play the game and figure it out as they move along. Which one is better? Well, neither. They are simply different. Some leaders like to plan and then fill with either customers or members.  While some like to find customers or members and then create a structure around them. Which one are you?
